Before estimating
A credible cost or timescale requires a clear scope, an understanding of the existing system, dependencies, interfaces, acceptance criteria and any missing information.
The initial analysis may lead to a proposal, a request for further information, a separate discovery phase or a conclusion that the project is not feasible.
Cost, timescale and feasibility depend on the project. They are assessed after analysis rather than assumed from a general description.
